Carlyle R. “Carl” Brakensiek, MBA, JD
Executive Vice President
Mr. Brakensiek holds a degree in Business Administration from Occidental College, a Master of Business Administration degree in Corporate Finance from the UCLA Graduate School of Management and a Juris Doctor from the University of Southern California. He has been a member of the State Bar of California since 1970.
After graduation from law school, he served with the Federal Trade Commission, then joined the California Department of Corporations (the state version of the Securities and Exchange Commission), where he practiced corporate securities and franchising law. For nearly five years, he also served as the department’s Legislative Coordinator, gaining valuable experience with both lobbying and the legislative process.
From 1974 to 1981, Mr. Brakensiek was General Counsel and Chief of Staff for the California Assembly Committee on Finance, Insurance and Commerce. During this time, he became the Assembly’s specialist on legislation affecting insurance, consumer finance, financial institutions, real property finance, franchising, professional malpractice, unemployment insurance, state funds investment, local government monetary policies and public utilities.
In addition, for over seven years, he was the Chief Consultant to the Legislature’s Workers’ Compensation Subcommittee and served for nearly two years as the Special Consultant to the Workers’ Compensation Task Force of the National Conference of State Legislatures in Denver, Colorado, and testified in that capacity before the U.S. Senate Subcommittee on Labor in Washington, D.C.
Mr. Brakensiek became a registered legislative advocate in 1981 and a founding partner of AdvoCal in 1983.
During his lobbying career, he has represented a wide range of business clients and currently serves as Executive Vice President of the California Society of Industrial Medicine and Surgery. In 1983, 1985 and 1989, he received awards for top membership development by the National Independent Automobile Dealers Association.
He is a member of the American Society of Association Executives and a Charter Member of the 501(c) Network, a Sacramento consortium of senior association executives. Mr. Brakensiek is a member of the Executive Committee of the Institute of Governmental Advocates, the professional association for lobbyists in California. He was 1991-92 Chairman of the State Executives Council of the National Independent Automobile Dealers Association. For seven years, Brakensiek was a guest lecturer on private sector legislative advocacy at the Graduate School of Public Policy, University of California, Berkeley, and regularly lectures on lobbying for the California Journal Legislative Seminars. Mr. Brakensiek is a Life Member of the National Eagle Scout Association. In law school, he received the American Jurisprudence Award in Professional Responsibility.
Stephen J. Cattolica
Director of Government Relations
Mr. Cattolica holds a degree in Physical Sciences from the University of California and a secondary teaching credential from St. Mary’s College in Moraga, California.
A member of United States Swimming’s Board of Directors in 1982 and coach to nationally and internationally ranked swimmers in the late 70’s and early 80’s, Steve began his career in healthcare in the practice management field. Steve served in management roles in operations, human resources, product development, marketing and regulatory compliance. In addition, he also served as an officer of the Coalition of Medical Providers PAC.
In the early 1990’s, Steve developed and successfully ran an enterprise that combined a full service medical cost containment and managed care organization (MCO) with a medical management services organization (MSO). During this same time, representing the interests of his physician clients, Steve was deeply involved with the revision of the Official Medical Fee Schedule as well as formation and later revision of the Medical-Legal Fee Schedule and In-patient Medical Fee Schedule.
Prior to joining Advocal in 2004, Steve was responsible for obtaining the original certification for and served as Director of Operations for California’s largest certified Health Care Organization (HCO). He is currently a member of the Legislative Committee of the Institute of Governmental Advocates, as well as a member of the Insurance Commissioner’s Workers’ Compensation Working Group. Steve also serves on a number of Division of Workers’ Compensation (DWC) stakeholder task force groups as the DWC considers and formulates policy and regulations for the industry.
Alexandra (Alex) Kerstner
Ms. Kerstner joined AdvoCal in February 2004, after spending time in New Jersey, Florida, Washington and finally settling in beautiful Northern California. She is often the first point of contact to our clients, providing efficient service and support. Alex serves as the Director of Membership Services and Continuing Education Director for the California Society of Industrial Medicine and Surgery. Her responsibilities include office administration, website management, master calendaring, conference planning, continuing education accreditation, creating membership benefit packages, database creation and maintenance, invoicing, funds deposit, mailings, and desktop publication assistance.
Alex has a Bachelor of Arts Degree in Global Studies from the University of Washington with an emphasis on Hispanic studies. Born and raised in Germany, she completed a three-year apprenticeship - as is the custom - in a confiserie/pastry shop, enjoying all aspects of the profession, from making chocolates, to packaging, customer service and of course, sampling.
Enjoying the outdoors and traveling with her other half and dog are favorite activities, as well as photography and attempting to grow edibles in her garden. She is usually willing to try many things once, such as flying a glider, rock climbing and driving a NASCAR vehicle.
Kacy Dawn Wallis
Graphic Designer and Chief Event Planner
Ms. Wallis joined AdvoCal in 1999, becoming a partner in 2004. As an AdvoCal principal and President, Kacy Wallis brings experience and enthusiasm to her position and provides many specialized services to our clients. As AdvoCal President, she serves as the first point-of-contact for new association management clients and functions as the transition manager to build structure and stability to ensure a smooth transition to AdvoCal. During her tenure she has served as the Executive Director for six organizations.
Member Services and Legislative Assistant
Ms. Phillips joined AdvoCal in March 2014. Her myriad of skills make her a very welcome addition. Danielle serves as CSIMS' Legislative Assistant, utilizing the Capitol Track legislative bill tracking system, scheduling meetings with legislators and administrative agencies, reading and evaluating legislation and making recommendations. In addition, Danielle also serves as the first point of contact for CSIMS members, providing them with efficient service, support and assisting with a wide spectrum of requests for information.
She earned her Bachelor’s degree in Government from California State University, Sacramento, excelling in government studies while maintaining a high grade point average. The focus of her studies included political theory, political history, public policy, constitutional law, American foreign policy among other subject areas.
Danielle brings extensive knowledge of online marketing and social media applications to CSIMS and is currently developing social media marketing campaigns for the Society. These marketing skills also make her a valuable asset in the role as Director of Exhibitor & Sponsor Relations.
Danielle is a valued member of her community as well! A native of Northern California, she has served as a volunteer with the Butte Humane Society, Ampla Healthcare (formerly Del Norte Clinics) and the Yuba City Kiwanis Key Club. In addition, she is a past member of the Phi Theta Kappa International Honor Society.
In her free time, Danielle treasures being with her friends and family. She loves to read, cook and enjoys watching her dad's band perform on the weekends.
Ms. Jahan holds a Bachelor’s Degree in Accounting from the University of Phoenix. As Controller, Moody brings with her more than 25 years of finance and accounting experience. Moody is in charge of AdvoCal’s accounting department and is also responsible for providing the financial reports to each of AdvoCal’s management clients. Her extensive experience in accounting frees our clients of the burden of managing their books, allowing them the time to focus on what they do best.
Prior to joining AdvoCal, Ms. Jahan spent 11 years working as Controller and HR Manager for two semiconductor companies, the last being a local start-up and the other a subsidiary of a public Israeli company. She also worked more than 10 years in CPA firms performing the accounting functions of various organizations, including non-profits.
In her spare time, Moody enjoys taking walks, playing cards, going to the beach and other nature sites with her family. Moody also enjoys watching forensics and other crime investigation shows and never misses the Nancy Grace show on CNN. She loves the game of backgammon and carom board and considers herself an advanced player at both.
